The plane operated by Bek Air, a Kazakhstan-based airline, lost altitude after takeoff and broke through a concrete fence, causing it to then collide with a two-story building at 7:22 a.m., local time, according to aviation authorities.
The domestic flight was scheduled to fly from Almaty to the capital Nur-Sultan.
Emergency responders are working to evacuate passengers and crew members. There were no reports of a fire following the crash, Almaty Airport said.
The cause and circumstances of the crash is under investigation, Almaty Airport said.
