There was ample drama at Wembley stadium and remarkably it wasn't simply down to the penalty shootout, which was sealed by Raheem Sterling's emphatic finish into the top corner after the teams played to a 0-0 draw through 120 minutes.
Twice appearing to struggle with cramps in extra time, Chelsea keeper Kepa Arrizabalaga refused to be substituted for Willy Caballero -- the penalty hero in the 2016 final for City -- late in extra time.
That drew the ire of under-fire Chelsea boss Maurizio Sarri, who seemed to rip his sweatshirt and was headed into the tunnel before making a U-turn.
Arrizabalaga saved one penalty but probably should have saved another, allowing Sergio Aguero's shot to squirm under him.
It had been a valiant performance from Chelsea, thrashed 6-0 by City two weeks ago and reeling from an FA Cup exit at home to Manchester United last Monday.
City trails Liverpool -- which tied Manchester United 0-0 Sunday -- by one point in the Premier League, is into the FA Cup last eight and has one foot into the Champions League quarterfinals after a first-leg win over Schalke last week.
